The event refers to the last coordinates determined (i.e. usually to the results of the coordinate dice that are still out), which is not necessarily identical to the last rift placed. Even if no rift was placed on these coordinates (e.g. because it is a space of a planet), the spaces mentioned are filled up with rifts starting from there and following the direction mentioned.
